The Scottish Government have been consulting for the Fourth National Planning Framework to set a course of sustainable development in Scotland to 2050 and beyond. In their latest Framework consultation document, A Plan for Resilient Communities, the government sets out the expectation that neighbourhood planning will be underpinned by an ‘infrastructure-first’ approach. Significantly there is a stated commitment in this Framework, which is reinforced by City of Edinburgh Council, to apply the concept of 20-minute neighbourhoods to shape our settlements. How this will be interpreted for all kinds of developments, at all scales, in all parts of the city will help define sustainable, restorative and resilient places.
